Good Rules

Paul Romer talks about building cities in places like Africa using the same model as was done in Hong Kong and Singapure. Interesting talk, I think the important element that he touches on is Good Rules. Characteristics of good rules are that it gives choices for all stakeholders. Of course when you simplify the problem it makes a lot of sense but the real challenge is you need leaders and politicians who see beyond their personal gains to incorporate things like this. Some places in the world have been lucky, but others are kept under a regime that really don´t want to change. But I think it is an interesting idea and could generate enough momentum if more people see the value. China and India have implemented the concept of Special Economic Zones, where there are choices for people as well as leaders to develop the region.
